Between Participation and Capture in International Rule-Making: The WHO Framework of Engagement with Non-State Actors

This article examines the advantages and risks of increased non-state actor participation in international law and policy-making. It identifies the most common forms of capture in international organizations. It then focuses on the WHO Framework of Engagement with Non-State Actors and examines how effective this policy has been in risk management.
